This concerned the design of a Technical Assistance Facility to complement and strengthen the Impact Investments of the UK’s primary Development Finance Institute (DFI) called British International Investment (BII). The facility became to be known as BII Plus. Ian Barney, member of Collaborative Impact and lead on its work in the area of Sustainable Business & Industry, spearheaded this work with BII.
The work involved a review of best Technical Assistance practice using the Double Diamond (4D), to complement impact investment and wide stakeholder consultation. A range of ideas and options (both type and scope) were presented. This was then tightened following further stakeholder consultation before a draft set of principles and guidelines was presented. To ‘test’ the emerging focus of the facility, a series of ‘case studies’ were used to further refine the facility and to enhance internal ownership of the final proposal. Application and assessment forms were created to help ensure operational consistency with agreed focus and principles.
