Dr Phuntsho Choden is based on Bhutan and works since 1998 in social and economic development. Her expertise lies in development economics, M&E, social capital, and wellbeing. She holds a double Master’s in development economics and a PhD from QUT Business School in Australia, where she conducted research on social capital and wellbeing. Her work spans evaluations of national programmes, multilateral-supported initiatives, and regional projects, with a particular focus on social development, environment, and governance in Bhutan and the wider region.
Phuntsho brings strong expertise in gender equality and social inclusion (GESI) and is passionate about culturally responsive evaluation. She combines deep contextual knowledge of Bhutan’s governance systems and institutions with extensive professional networks across government, civil society, and development partners in the Hindu Kush Himalaya and South Asia.
Phuntsho actively contributes to strengthening evaluation and adaptive management standards through her engagement with the Community of Evaluation South Asia (CoESA), the Gender and Equity Network South Asia (GENSA), the Evaluation Association of Bhutan (EAB), and EvalIndigenous.
